If the majority of the members of the House of Representatives, Law and Human Rights Committee decide that the chairman, vice-chairman or member has not fulfilled the responsibilities corresponding to their position, they shall be removed from office without the expiration of their term of office. He shall not be deprived of an opportunity to present his justification before removal.
